while we don't have all the details of the early notification and education plan there, the framework is clear and i think it's a good starting point to move forward for the city and i believe that while we have had comments about talking about caution i think they're well meaning how to have a successful program but i think the success of the program is that we roll out quickly with the notification and the education plan. that's going to be most meaningful. i also want to make sure that we're really clear that the effort is really working in the deep green areas first and foremost where we know a particular target audience is for the message and we know how to craft that message for them as well. i think that is going to be significant. we're not reaching out to every population in san francisco from the get go but the deep green area is where we need to focus the efforts on. this plan incorporates that and i believe it's the right way to go. i would like to move forward approving something today that can later be implemented early next year and hopefully we can move that in that di

i spent time educating people how government is today and how we're trying to change it and streamline it and maybe it more efficient but it's a challenge and it's a transition for a organization. i think like a battle ship city government is not easy to turn quickly. it's going to take us years of hard work and partnership and dedication to make that happen. i think we are forging those partnerships. i think there will be debated about centralize and decentralization but in the interim period or department heads make a determination about that i think it boils down to partnerships and i think department of technology and cio and coit we spend time creating these partnerships and the consolidation project is a great one. i also want to acknowledge the airport and the emergency management center and we have a great partnership with. we have a great partnership with labor and reclassify it positions and training program whereas in the past it was done on a department by department basis so i think we're creating those partnerships for success, but i think at the end of the day it's a tra

so make this available for all of you to be even more educated on that. as far as for victims, we're also looking to be more informative to victims when they identify themselves as victims of human trafficking, going online and seeing services out there. i got a lot of this information from the recent attorney general's report that we got a lot of the ideas from and also regarding the cross training. right now we teach a 30-minute block at the academy at the advanced officers, that is what myself and i'd like to give special thanks to sergeant arlan van derbilt because he was the founder of what we're doing now. a lot of cross training, cross training working with other agencies, getting tips and training the officers to recognize because it is the first responder that comes in contact with victims, they are the ones that actually make the impression and actually help down the road having that person cross over. what you'll notice is that the domestic violence cases are very similar to human trafficking cases. i know the report last week regarding one of

green spaces, they work with teens their own age and they lead workshop, public speaking, environmental education and community engagement. it's an amazing program and it is catered towards kids in underserved neighborhoods, there's primary focus on bayview residents and district 10 residents and it is a way of giving kids exposure to the way we can steward the land. i want to note a little bit of good news about our first weekend of winter registration which took place last weekend. this is for our recreation programs. there were nearly 6 thousand 500 individual registrations just over the weekend. this is more than double, double the total of registrations for the same period last year and it is a true sign that because of the the great labor management partnership between the reck and park department and seiu that we have been able to develop a new model, we have doubled the registration over last year, the same time in just one weekend. and these registrations don't even include registration in our all city basketball league, which had added participants in our programs and also added revenue
